What a standby contract is
A standby, or pre-positioned, debris removal contract is procured and signed before a disaster. It sets the scope, unit prices and activation steps in advance, so when an event hits you issue a Notice to Proceed instead of starting an emergency procurement.
Under PAPPG Version 5.0, FEMA reimburses reasonable costs under a pre-positioned contract when four conditions are met:
- It was procured in compliance with the federal procurement standards (2 CFR 200.317–200.327).
- Its scope of work covers the work performed.
- The work is eligible.
- The contract term covers the dates the work was done.
A prequalified vendor list is not a contract; agencies still need full and open competition. Omni Construction responds to competitive solicitations for standby contracts and accepts the required federal contract provisions (see our procurement readiness).
How activation works
- Before the season: a kick-off meeting sets emergency contacts, priority roads for the Push, debris management sites and staging areas. See pre-event planning.
- Forecast event: under an active contract, crews and equipment can be staged outside the impact area, and our specialists make contact with your team before impact.
- Notice to Proceed: mobilization begins on the timeline set in the contract.
- The Push: emergency road clearance on the routes you prioritize. See response.
- Debris removal and reduction: right-of-way removal, debris management sites, disposal and recycling.
- Documentation and closeout: certified trucks, load tickets and records built to FEMA standards. See FEMA documentation.
